Preheat the oven
Grease a baking sheet
Sift together flour, yeast, and salt into a bowl
Add butter or margarine in small pieces and mix until coarse crumbs form
Combine milk and mix lightly
Place the mixture on a floured surface and knead gently for 1/2 minute
Shape into a rectangle about 1 cm thick and sprinkle with cheese and bell pepper
Roll up like a croissant
Dampen the edges
Cut into slices about 2 cm each
Place the slices on a baking sheet and bake for 12 to 15 minutes.
