In a saucepan, place the whipped cream and bring to a simmer over medium heat
Remove from heat and mix in chocolate until melted
Add dulce de leche and mix well
Let it cool
In a refrigerator, layer damp biscuits soaked in milk, whipped cream, and candy bars
Refrigerate for at least two hours before serving to set.
