Mix the tomato, bell pepper, and onion and place half in the bottom of a greased baking dish
Season the fish with salt and pepper and arrange it over the vegetables
Cover with the remaining vegetables
Add water and cover with small pieces of butter
Sprinkle with salt and pepper
Bake at moderate temperature for 30 minutes
Top with yogurt and bake just until warm.
