Season the fillets with half the salt and soy sauce

Moisten the aluminum foil sheets with soy sauce and place the fish in the center
Arrange the vegetables and mussels around the fish, seasoning them with the remaining salt
Fold the aluminum foil sheets to form tight packets

Cook in a steamer for 15 minutes
If preferred, arrange them on a baking sheet and bake at medium temperature for the same amount.
