Peel the onion, slice into rings, and place in a large ceramic baking dish with a lid
Cut the chuck steak into small cubes and coat with a mixture of flour, salt, and pepper
Place on top of the onions
Remove the seeds from the bell peppers and slice into strips
Place around the meat
Peel the potatoes, slice into thick rounds, and place in the baking dish
Add the remaining ingredients
Cover the dish
