In a large skillet, combine the pancetta or bacon and butter and cook over medium heat, stirring occasionally, until golden brown (about 5 minutes)
Add the water, onion, and green beans, stir to combine, then cover
Simmer, stirring occasionally, until the green beans are tender (about 20 minutes)
Season with salt and remove from heat
Add the parsley and chives, stir to combine
Transfer to a serving dish and serve immediately.
