Combine sugar, cinnamon, and cloves in a small saucepan; bring to a boil and cook slowly for 5 minutes; strain into a medium bowl
Let it cool down
When mixing the punch, put the previous mixture into a punch bowl
Add lemon and orange juices, tonic water, and mineral water
Add an ice block to the punch bowl
Garnish with slices of lemon and orange
