Preheat the oven to 180°C

Whisk the eggs in a liquidizer

Add the condensed milk, milk, and whisk for another 5 minutes

Mix in the cookies and lemon zest

Pour the mixture into a buttered 22 cm (8.7 inch) round cake pan with a central hole

Bake for 50 minutes in a water bath

Let it cool, then unmold and decorate with white granulated chocolate.
