Combine the water, rosemary, cinnamon, ginger, lemon, and sugar in a saucepan
Bring to a boil and cook for 30 minutes
Remove from heat
Cover the saucepan and let it rest for 1 hour
Strain
Add the red wine and stir well
Serve in cups
