Melt one tablespoon of butter in a saucepan
Bring to a simmer, then reduce the heat and cook gently, stirring occasionally
Add the rice and cook for several minutes, stirring constantly
Add 1 cup of whole milk, bring to a boil, then reduce the heat and cook slowly, stirring occasionally.,
Add more milk gradually
When the rice is cooked to your liking, season with salt and grated Parmesan cheese to taste
If desired, add a pinch of nutmeg as well
Stir well, then add the remaining 2 tablespoons of butter and stir quickly
Serve.
