Sear the onion in butter. Reserve
Season the beef with salt, black pepper, thyme, and garlic
Spread the beef on a large greased paper leaf
Make a layer with grated cassava mixed with parsley and onion
Sprinkle with rough-grated carrot and, with the help of paper, roll the beef like a meat roll
Close the paper well and place in an oven dish
Put in a medium oven for 30 minutes
Remove from the oven and carefully remove the paper
Brush the meat roll with the pan's gravy and bake for another 15 minutes. Reserve
In a pan, cook the red bell pepper with olive oil for 12 minutes
Add flour dissolved in milk and, without stopping to stir, cook until slightly thickened
Transfer to a blender and blend well
Simmer, season with salt, and serve with the meat roll.
