Combine the chopped onion, garlic, bell peppers, and tomato paste in a pan and cook over high heat with the olive oil for 10 minutes or until the onion is soft
Let it cool down
Blend lightly in a blender the anchovy fillets and sardines (with the oil from the can)
Add the roux and blend some more
Serve as an appetizer
