Bring the water to a boil
Add the carrot and onion pieces and cook for about 20 minutes
Remove from heat and blend everything in a blender
Return to the pot and add the oats, salt to taste, and stir well
Cook for another 5 minutes
Fry the garlic in hot olive oil and add it to the soup
Mix well and serve sprinkled with grated Parmesan cheese
