Sauté the scallions in butter or margarine for 5 minutes in a large pot, then add the sliced sweet potatoes
Add the salt and cover with water
Bring to a boil, reduce heat, cover, and simmer for 45 minutes
Let cool slightly, then mash the sweet potatoes thoroughly and strain them through a fine-mesh sieve
Chill in the refrigerator for at least an hour before serving
To serve, combine the cold milk and heavy cream
Sprinkle with chopped chives and pepper to taste.
