1/2 kilogram of peeled and cubed potatoes (about 3 cups)
1 cup of hot water
1 teaspoon of salt
3 cups of warm milk
2 teaspoons of finely chopped parsley

Melt the butter or margarine
Add the shallots, onion, and flour
Cook, stirring frequently, until everything is slightly soft but not golden (about 5 to 6 minutes)
Add the potato, water, and salt
Bring to a simmer over medium heat
Reduce the heat and cook in a covered pot, until the potatoes are tender (25 to 30 minutes)
Add the warm milk
Serve hot in soup bowls and sprinkle each with parsley
