Melt the butter or margarine over medium heat in a pan, until it's fully melted
Add the flour and stir well
Combine the soup mix, water, milk, and stir well
Simmer, stirring constantly, until the soup thickens
Add the fish, cheese, and salt to taste, and cook for 5 minutes, or until the fish is cooked through
