In a large pot, melt the butter
Saute the onion, carrot, and green pepper
Dissolve the flour in milk, add to the sautéed mixture and stir
Gradually add the vegetable broth, stirring constantly
Add the cheese, season with salt and black pepper
Let simmer until the cheese is completely melted
Serve in bowls, garnish with chopped cilantro and croutons.
