Beat the egg yolks with the heavy cream
Place in a double boiler and cook, stirring constantly until the mixture thickens slightly
Let cool
Combine the sugar, water, and orange juice in a saucepan and bring to a boil
Reduce heat and simmer for 5 minutes; let cool
Add to the previous mixture and stir in the whipped cream
Place in the freezer
When partially frozen, beat well and stir in the candied orange peel
Let freeze completely.
