Cook the tapioca balls in a pot with cold water
Bring to a boil, then reduce heat and simmer until the tapioca is transparent
If necessary, add more water and continue cooking
Let it cool
Cut the tuna into small cubes and mix with the cooked tapioca
Add ginger, orange and lime juices, bell pepper, olive oil, and chopped onion
Season with salt and black pepper to taste
Serve immediately.
