In a pot, combine the water and rice with the cinnamon stick and cloves
When it's almost dry, remove the spices
Add the milk, condensed milk, and cook for another 5 minutes over low heat, stirring occasionally to prevent sticking at the bottom of the pot
Turn off the heat, mix in the cream, and let it cool

In a separate container, break down the potato starch into fine crumbs, then add the milk and mix well until a thick paste forms
Assembly
Line the bottom and sides of a removable-bottom cake pan with 22cm diameter
Spread the sweet rice mixture, sprinkle the grated lemon zest, and refrigerate until firm.
