In a medium pan, mash the beans and rice well with a fork
Check the salt
Add the flour, egg, and scallions and stir over medium heat until the mixture pulls away from the bottom
Remove from heat and let cool
With hands greased with oil and a spoon, shape into 3cm diameter balls
Dip in breadcrumbs and set aside
Heat the oil to high and fry the fritters in batches until golden
Siphon onto paper towels and serve immediately.
