Place the sugar and water in a large, heavy pot (preferably iron) to prevent scorching
Mix well and bring to a boil over high heat until a syrup forms
Add the allspice and cinnamon
After it comes to a boil, let it simmer for 15 minutes or until the syrup is thick
While that's happening, strain the eggs and egg yolks into a bowl
Add the milk and vinegar, mix well, and add to the thickened syrup, stirring gently
Simmer over high heat for another 15 minutes or until small granules form
Reduce heat and cook for an additional hour, stirring occasionally
Serve chilled
