In a deep pot, combine the onion, bell peppers, garlic, oil, rice, and salt
Microwave on high for 3-4 minutes, stirring every 1 minute and 30 seconds

Add the ground beef and cook for an additional 3 minutes, stirring every minute

Add the tomato sauce and raisins, stir, and taste the seasonings
Cover the pot and cook on high for 10 minutes
Add the water and cook for an additional 7 minutes
Let the dish rest in the oven for a few minutes before serving with a sprinkle of fresh herbs.
