Melt the butter or margarine in a saucepan
Add the parsley and onion and let cook until the onion is soft and golden
Add the water, orange juice, grated rind, and salt
Let it come to a boil
Gradually add the rice, stirring constantly
Cook with the lid on over low heat for about 25 minutes or until the rice is cooked
