Cook the rice in water with sugar, until it's soft
Add milk, cinnamon, star anise, and orange peel
Cook for 15 minutes over low heat
Remove seasonings and mix with heavy cream

In a saucepan, place strawberries and sugar
Cook until the syrup forms, with some strawberries still in chunks
In individual serving dishes, layer sweet rice, syrup, and sweet rice.
