Fry the garlic in the olive oil until it browns
Remove the garlic from the oil
Mash with a potato masher until it forms a paste. Reserve
Add the onion to the oil in the pan and fry until it becomes translucent
Add the potatoes and stir well
Add the water, cover the pan, and cook for 15 minutes
Add the garlic paste, parsley, salt, and black pepper to taste
Cook slowly, uncovered, for about 8 minutes, or until the potatoes are tender but not mushy
Serve the potatoes in their own sauce
