Line the bottom and sides of a baking dish with potato
Melt the butter or margarine
Add the flour and mix well
Add the milk gradually, stirring constantly until it boils
Season to taste
Add the ground beef, broken into small pieces
Mix well and cook for 3 minutes
Pour into the prepared baking dish
Top with cooked carrots
Sprinkle with breadcrumbs and Parmesan cheese
Finish by distributing the tablespoon of butter, broken into pieces
Bake in a moderate oven (180°C) for 20-30 minutes
