Boil the potatoes in salted water until they're tender
Mash them while still warm and return them to the pot
Season with salt, black pepper, and cayenne pepper
Reduce heat and add heavy cream slowly, stirring until smooth
Add more cream as needed and remove from heat
Let it cool, then place in a piping bag fitted with a large round tip and shape into small hills on parchment-lined baking sheets
Bake in the oven at a low temperature for 15 minutes, or until lightly browned
Dust with additional black pepper and serve immediately.
