Mix the flour with cold water
Let it rest for 30 minutes and dry thoroughly
Add the meat and seasonings, and work the mixture like dough (get your hands wet when kneading)
Add the onion, 1 tablespoon of parsley, and mix again for a total of 10 minutes
Try a small amount of the mixture to ensure the wheat flour is not too sticky and well mixed
Make small meatballs in plates and garnish with green onion and remaining parsley
Serve immediately
