Melt the sugar, water, and tartar cream in a saucepan over low heat, stirring constantly until the sugar dissolves
Bring to a boil, then reduce heat and let simmer for a few minutes without stirring
Beat the eggs and gradually add the hot mixture, beating well after each addition
Heat again and cook until the mixture starts to pull away from the pan
Remove from heat, beat well, and add the amandos
Let cool
Add the vanilla extract and egg whites
Mix well
Let it rest for a day before shaping into balls with the dough
Dip the balls in chocolate chips and place them in paper molds.
