To make the filling, combine the ingredients in a saucepan and cook over medium heat, stirring constantly until slightly thickened
Place 2 biscuits together on a plate, fill, and cover with two more biscuits
Cut the fifth biscuit and, following the photo, build the track
With the help of a knife, cut the edges of the biscuits to form ramps
Also make the base of the bleachers with rectangles of biscuit
Prepare the icing and add brownish-yellow colorant to 1/3
Add brown and some red colorant to the remaining icing and cover the entire cake (except for the track) and the bleachers
With the lighter-colored icing, build the track for the bicycles
Dust the entire track with powdered sugar sifted through a sieve
Cut the chocolate chip cookies in half and place around the track (to represent tires) and some in the center of the cake
Arm the bleachers with waffle cookies
Make the tent with a piece of cloth or carton attached to wooden skewers
To make the grass, place shredded coconut in a clean and dry plastic bag or container with a lid
Add green colorant and stir well
Place around the cake and near the bleachers
Cut out flag strips from paper or fabric and place at some locations on the track.
