Combine 1 cup of water and 1/2 cup of butter in a saucepan. Bring to a boil. When boiling, add 1 cup of all-purpose flour, stirring with a wooden spoon until a ball forms that is completely separate from the saucepan. Remove from heat. Add 4 eggs, one at a time, mixing well with the wooden spoon. Add 1/4 cup of grated Parmesan cheese and 1 tablespoon of mustard. Mix. Place in a piping bag and pipe into small balls onto a large baking sheet without greasing. Bake in a preheated oven (400°F) for about 25 minutes, or until golden brown. Remove from oven. Add 1 tablespoon of all-purpose flour, stirring well, and then gradually add 2 cups of milk, stirring constantly. Add 1/2 cup of grated Parmesan cheese and cook until slightly thickened. Just before serving, reheat the sauce well. Combine with the balls and mix. Place in a serving dish, and if desired, sprinkle with Parmesan cheese and serve.
