In a large pot, bring the water to a boil over high heat
Add the remaining ingredients and let it simmer again
Reduce the heat, cover the pot, and cook for two hours and 30 minutes or until the beef is tender (during cooking, remove the vegetables when they're al dente and reserve)
Serve in eight bowls, add the reserved vegetable pieces and serve with croutons.
