In a large skillet, heat the oil and quickly fry the green peppers and salt until they're tender but still crisp
Remove and reserve
Add the beef to the skillet and cook until browned
Then add the water with soy sauce, cornstarch, garlic powder, and salt
Mix well and pour into the skillet
Cook, stirring constantly, until the mixture thickens and bubbles
Add the reserved green peppers, salt, and tomatoes
Stir well and serve over hot white rice, garnished with grated ginger (if using)
If desired, offer additional soy sauce.
