'Cook the macaroni al dente
While that's cooking, heat 2 tablespoons of oil in a large skillet over high heat
Add the pork slices and cook for about 8 minutes, stirring frequently until browned
Remove the pork with a slotted spoon and place it on a plate lined with paper towels
Add the carrot and garlic to the same skillet and cook, stirring occasionally, for about 5 minutes over low heat
Return the pork to the skillet along with the bell pepper, rice vinegar, soy sauce, black pepper, and 1/2 cup of water
Increase the heat and bring to a boil
Reduce the heat and simmer for another minute or until the carrot and bell pepper are cooked but still crisp
Add the chopped green onions and cilantro leaves
Stir once more to combine
'Serve the pork and vegetable mixture over the cooked macaroni.'
