3 tablespoons of cold water

Heat the oil and thoroughly brown the beef
Add the onion and garlic and fry for a few minutes
Add the water, bouillon cube, bay leaf, salt, and black pepper
Bring to a boil
Reduce heat, cover, and cook for 30 minutes
Add the potatoes and carrots and cook for 15 minutes
Add the escarole and cook for an additional 10 minutes
Mix the flour with cold water and add to the pot, cooking for a few minutes to thicken
