Cook the garlic in the chicken or beef broth for 5 to 10 minutes
Melt the butter or margarine, whisking together with flour, salt, and pepper
Mix well
Add the garlic and broth gradually, stirring constantly
Cook until thickened and smooth
Add remaining ingredients and bring to a simmer
Serve immediately, in 4 portions.
