Place the sugar in a saucepan and bring to medium heat until it caramelizes and bubbles
Remove from heat, add the milk, and stir well
If the sugar doesn't dissolve well, return to heat

Beat the egg yolks in a bowl
Add the flour and mix well
Add the hot caramel milk mixture and whisk until smooth
Pour into the saucepan and cook, stirring constantly, until thickened

Remove from heat and let cool in a bowl
Add the brandy and beat with an electric mixer until creamy
Beat the egg whites until stiff peaks form, but not too dry

Combine the cream and mix carefully
Serve in individual cups or one large cup
Serve chilled.
