In a blender, combine the water, whole milk, skim milk, grated coconut, margarine, and cornstarch
Blend until homogeneous
Bring this mixture to the boil, then reduce heat and let thicken
Remove from heat, add powdered sugar, and mix well
Shape the cakes and coat with desiccated coconut.
