Place the potatoes in a large pot, cover with water, and bring to a boil over high heat for 25 minutes or until tender
Drain and reserve

Mix together the ground meat, salt, black pepper, crispy bacon, and garlic
Mix well

Heat the olive oil in a large skillet over high heat until hot
Add the meat mixture and cook, stirring occasionally, for 15 minutes or until the meat is cooked through and slightly browned
Remove from heat and reserve

Arrange layers of meat and potato in a baking dish, finishing with a layer of potatoes
Top with Parmesan cheese and butter remaining
Bake for 30 minutes or until lightly golden
