Heat the olive oil in a pressure cooker over low heat
Fry the minced garlic and chopped onion until they are lightly browned
Add the beef and cook until it is well browned
Add the red wine, beef bouillon, thyme, and carrots
Cook under pressure for 45 minutes

Cook for an additional 5 minutes.
