Bring the water to a boil in a large pot and then add the following: salt, cumin, chopped scallion, onion slices, and black pepper
Let it simmer

Season the fish pieces with remaining salt and add them to the boiling water
Simmer for 20 minutes or until the meat is tender and flakes off the bone
Remove the fish and set aside

Mix cassava flour into a bowl and gradually add the cooking liquid from the fish, stirring until you achieve a transparent and shiny pirão consistency
