Heat the oil in a wok over high heat
Add the garlic and stir-fry for a few seconds
Add the beef and cook for five minutes or until lightly browned
Add the bean sprouts and green beans and cook until tender

Add the soy sauce mixed with water and cornstarch
Mix well and season with black pepper
Cook, stirring constantly, until the sauce thickens slightly
Remove from heat, transfer to a plate, and garnish with bell pepper.
