Wash and dry the fish rolls
Melt 2 tablespoons of butter, brush the fish rolls with the melted butter, and season with salt and pepper
Roll up the fish rolls and arrange them in a baking dish
Add 1/2 cup of milk
Bake in a moderate oven for 30 minutes
Melt the remaining butter
Add wheat flour and stir well
Gradually add the remaining milk, stirring constantly
Reduce heat
Add cheese and stir until melted
Drain off fish juices and pour the sauce over the rolls
Bake until slightly golden
