In a pot, place the water, lemon juice, and chicken
Cover and let it cook for five minutes
Drain the chicken
In a large pot heat the oil and brown the chicken and okra with the onion, garlic, salt, pepper, paprika, and bay leaf
Add the vegetable broth, cover the pot, and let it cook for ten minutes or until the okra is tender
Turn off the heat, add the salsa and scallions
Serve immediately.
