Dissolve the gelatin and salt in boiling water
Add cold water and vinegar
Refrigerate until thickened
Add diced tomatoes, grated carrots, chopped green onions, and green pepper
Pour into a 4-cup mold lightly oiled with oil
Refrigerate until firm
Serve at room temperature for 4 to 6 hours.
