Combine 1 cup of milk with water and bring to a boil until it forms a thick caramel sauce
Set aside
Dissolve the chocolate syrup with 1 cup of cream and set aside
In a pot, combine condensed milk, cow's milk, eggs, and bring to a simmer until it thickens
Set aside
Beat egg whites until fluffy and add milk at the meringue stage
Set aside
Assembly: spread the caramel sauce in a serving dish
Pour half of the milk with chocolate syrup over the caramel layer
Top with whipped cream
Use the remaining chocolate syrup to decorate the top and freeze for 4 hours
Remove from freezer 15 minutes before serving.
