Place the beef in a pressure cooker, cover with water and cook over low heat for approximately 1 hour
Let it cool
Remove all fat and shred the beef
Heat the olive oil and sauté the onion, green pepper, and garlic until soft
Add the paprika and shredded beef and continue cooking until the beef is golden brown and crispy
Season with salt and black pepper
Sprinkle with cumin and scallion. Reserve
Mash the cassava while still warm and mix with milk
Beat with a spoon until a puree forms
Add the egg, butter, salt, and black pepper, stirring constantly for 5 minutes
In a greased baking dish, spread half of the puree
Make a layer with the beef and then cover with the remaining puree
Sprinkle with cheese and bake in a medium preheated oven to brown.
