Divide the chopped onion into four equal parts
Heat the oil in a pan and fry one part of the onion until it's golden brown, then reserve

Bring the water to a boil in a pan with two more parts of the onion, carrot, and fish bones

Process the fish, reserved fried onion, and remaining raw onion in a processor
Mix the fish mixture with eggs, matzo meal flour, water, salt, and pepper
Shape into flat patties and cook in fish broth for an hour

Remove the patties and reserve
Simmer the broth, discard the bones, and slice the carrot
Garnish the patties with the carrot
Serve with the broth
Alternatively, serve the broth as a gelatinous cube by refrigerating it overnight in small molds.
