Combine the water, wine, lime wheel, clove, cinnamon stick, and honey in a small saucepan
Bring to a simmer while stirring constantly until it starts to boil
Reduce heat and cook until the syrup thickens
Place the orange segments in a bowl and pour over with the warm syrup
Let it cool and refrigerate for several hours before serving
Garnish with holly sprigs when ready to serve
